Problems downloading trial version of Microsoft Project

Hi,
I was able to access Project Web App (PWA) and navigate without any problems.
When I attempted to download Microsoft Project (the client), I get the following message: "Your admin has turned off Project installs. Contact your admin for more information about how to get Project in your organization."
I checked the settings within Office 365 Admin panel and the option WAS set to allow download.
This problem was duplicated by two different people on two different machines.
Please help.
